This mission completes after 10 steps and is not repeatable. It costs 26 Energy and a Terraforming Artifact. The reward is 50 experience and on completion a Hyper Terraformer Device, which allows you to create an Exotic Planet.
Despite its name, it does not create Terra Planets. Terra Planets cannot be created by players and can only be found by scanning.
A new mission is unlocked upon completion.
